Make Work Pay: Modernising the Agency Work Regulatory Framework

Our affiliated unions represent agency workers across a range of sectors, both in the private and public sector. Agency work is one of the prevalent forms of insecure work and agency workers are a significant part of the labour market. We estimate that there were at least 789,000 people in the UK working through an employment agency during the final quarter of 2025.

Threshold for triggering collective redundancy obligations - TUC response

The TUC strongly welcomes the policy intent behind these measures: to reform the collective redundancy process to enable wider consultation with affected employees. However, we urge the government to consider a far more ambitious second threshold test for collective consultation to ensure that more workers benefit from a collective voice during a redundancy process and that there is more than a token change in the number of consultations taking place.
