As soon as the pandemic hit the TUC exposed three fundamental problems with SSP: the three days that people have to wait before becoming eligible; the exclusion of workers because they do not earn enough to qualify; and the shockingly low level of the benefit, worth £96 a week then. We stressed the significant financial hardship caused by the policy, as well as the limits it placed on the national coronavirus response.

The TUC argue the five week wait for the first payment of universal credit must be replaced immediately with non- repayable grants. This change must sit alongside a wider set of reforms to the social security system to provide decent support for all who need it.

The introduction of Universal Credit is one of the most significant social security reforms in recent decades. The TUC believes that Universal Credit based on its current design, and on the experience of the roll out so far, is not fit for purpose. Such is the concern of trade unionists that our democratically agreed policy position is for Universal Credit to be stopped and scrapped altogether.

In our response to this consultation, we focus on the importance of investment in training and development as the TUC believes in-work progression is about genuine development and not wielding the stick of conditionality and sanctions. Unions need to be a key stakeholder in designing in-work progression. We would welcome the opportunity to discuss this with the committee.
