Introduction

This is the 15th biennial TUC survey of health and safety representatives. The report is used by the TUC to understand the changing experience of safety representatives at work and to help provide more targeted support. We also use the survey to inform public policy debates. The TUC also wants union safety representatives and safety committees to discuss and use the report to help with their ongoing work.

The responses provide information about the profile of safety representatives; the work they do to improve safety and the help (or otherwise) they get in this from employers and enforcement agencies.

There is some change in this year’s survey compared with the last one. The 2022/23 survey was conducted still under the shadow of the Covid-19 pandemic, and several sections deal with the management of Covid in particular. This year’s survey questionnaire made a return to a pre-pandemic set of questions and also included some new questions regarding different hazards contained in risk assessments, and reps’ opinions on the quality of these assessments.

This report is based on an open, online survey designed by the TUC in consultation with unions, which was distributed widely among reps, and analysis was undertaken by Dimitra Kotouza of the Labour Research Department’s research team, on behalf of the TUC. The survey ran from 23 June 2025 to 25 October 2025 and attracted 2,711 responses. This number excludes duplicate responses and about 1,000 more respondents who loaded the survey but did not answer any of the questions.
