It is intended to:
• Establish a formal channel for dialogue and collaboration.
• Ensure trade unions are meaningfully engaged in policy development.
• Promote shared values around fair work, social justice, and union led change.
• Building and maintaining positive and constructive working relationships
• Prepare for the possibility of Plaid Cymru entering government.
This MoU does not replace or undermine the existing relationship between TUC Cymru and the Welsh Labour Government, with whom TUC Cymru continues to work constructively.
Inclusive policy development
Plaid Cymru will engage with TUC Cymru and its affiliates in shaping policy proposals that affect workers, communities, and public services, the basis of which is included in TUC Cymru Priorities for the Next Welsh Government document.
Mutual respect and independence
Both parties recognise each other’s distinct roles and maintain their independence while working collaboratively.
Transparency and openness
Engagement will be conducted in a transparent manner, with regular communication and shared understanding of priorities.
Shared commitment to Fair Work and Social Partnership
Both parties reaffirm their commitment to advancing Fair Work, workers’ rights, and social partnership in Wales.
Strategic meetings
Senior representatives from both parties will meet regularly to discuss key policy areas, legislative priorities, and opportunities for collaboration
Policy matters
Thematic discussions will be convened to explore specific issues such as health and social care, climate jobs, education, culture, civil service/sponsored bodies and digital transformation.
Framework for wider engagement
Both parties will encourage and facilitate wider positive engagement between unions and Plaid Cymru’s senior spokespeople and officials.
Review and renewal
Both parties have worked together constructively for many years, with the relationship growing and developing as devolved government matures. In keeping with that practice, this MoU will be reviewed in May 2026 following the Senedd elections. Both parties may agree to renew, revise, or conclude this current agreement based on the political and institutional context at that time.
