Let us vote! Allow unions to ballot members online

The government believe that too many strike ballots are being won on too low a voter turn out, so they've proposed a minimum threshold to tackle this. Ballot turnouts are sometimes low because unions have a restrictive set of rules on how the votes can be run. For example, they can't use secure online balloting. Allowing members to vote online would raise turnouts, giving more members a clear say in the union and any future strike ballots. So why does Sajid Javid MP object to something that would resolve the issue?
