Background

Playfair 2012 is a three-year project and campaign running from July 2009 to August 2012. The Playfair 2012 project is funded by the Department for International Development. Playfair 2012 aims to increase the awareness of UK workers and students of the interdependence of global sportswear supply chains and their power to affect change as consumers. In turn this will strengthen the efforts of ethical suppliers and workers in developing countries to alleviate their poverty.

The Playfair 2012 campaign aims to influence the policies and practises of major sportswear brands and the organisers of the London 2012 Olympics to ensure respect for International Labour Organisation Conventions and workers' human rights, in their global supply chains.

The Playfair 2012 project and campaign are coordinated by the Trades Union Congress (TUC) and Labour Behind the Label. Implementation is carried out by these organisations working in alliance with members of the steering and campaign groups, which are made up of trade unions and NGOS, and meet quarterly. Coordination and implementation is led by the Playfair 2012 project officer at the TUC, who also carries out administration for the Playfair 2012 steering and campaign groups. A campaign coordinator leads on coordination and implementation for Labour Behind the Label. Policy officers at both coordinating organisations also work on lobbying and advocacy.

The Playfair 2012 campaign is part of the international Play Fair campaign led by international unions and NGOs.

The TUC has decided to commission this study to assess the impact of the Playfair 2012 project and campaign, and to capture learning from their implementation.

Objectives of the Playfair 2012 impact study

The aims of the study are to:

Review the documentation relating to the work of the Playfair 2012 project with reference to the outcomes in the project framework.

Review the documentation relating to the work of the Playfair 2012 campaign with reference to the advocacy objectives.

Assess the impact of the Playfair 2012 project and campaign based on the evidence collected, with some follow up interviews with trade union and NGO contacts on the Playfair 2012 steering and campaign group, and partners involved in the international Play Fair campaign.

Make recommendations that will contribute to improving the delivery of TUC and Labour Behind the Label awareness raising projects, and joint campaigns with affiliates and NGO partners.

Approach and methodology

The TUC envisages a desk study - the work to be undertaken will include:

a) reviewing documents/materials collected by Playfair 2012 coordinators.

b) requesting additional evidence where necessary.

c) telephone interviews to assess the project and campaign's impact and their contribution to strengthening partnership working. Trade union and NGO contacts will be jointly agreed with the project officer.

Report format

  • 12-page report to incorporate the objectives set out above.
  • This will include four concise case studies (one side each); two case studies focussing on the Playfair 2012 project, illustrating good practice and lesson learning; and two studies focussing on the Playfair 2012 campaign illustrating good practice and lesson learning.

Budget

£4,000 has been allocated for this impact study. The number of working days and fees per day will be negotiated with the consultant. Expenses for travel and telephone calls will be covered, in addition.

Time frame

The study can commence from 1.10.12

The first draft of the report must be submitted to the TUC by 15.10.2012.

TUC will provide comments by 22.10.2012

3) The final draft of the report must be submitted to the TUC by 29.10.2012.
