The government’s Shaw Report into the future shape and financing of Network Rail was published today (Wednesday), which ‘dismissed’ the possibility of privatising Network Rail.

Commenting on the report, TUC General Secretary Frances O’Grady said:

“It is good to see that Nicola Shaw has dismissed the possibility of privatising Network Rail.

“Our rail infrastructure is under intense pressure and there are many sensible recommendations in the report.

“Everyone wants to see greater democracy and transparency in the way our railways are run. But any move towards local devolution, or to increase private investment, must not lead to further fragmentation of our rail network. Nor can it allow privatisation by the back door.

“Privatised rail has been a disaster for Britain’s railways and has seen millions paid in dividends with little investment from the private sector.

“We will carefully study this report, but it is clear that ultimately a publicly-owned railway is in the best interests of British rail passengers and workers alike.”

The report also called for greater union involvement in the railways: in oversight, governance, strategy and improving the workforce. Commenting on this, Frances O’Grady said:

“Unions are at the heart of the rail industry. We speak for the workers who know the railways best, and we can play a valuable strategic role in developing a vibrant, successful future for our rail industry.

“We are uniquely placed to improve skills, employment standards and diversity in the rail workforce.

“The report recognises this, and rightly recommends that unions be given a much bigger role in running our railways. Network Rail and the government need to make this a reality.”
