Report on Inclusive Labour Markets

In 2008, the European TUC and the various European representative bodies for employers began negotiations on a European framework agreement on the employment of disadvantaged people. The discussions continued over the next 18 months and an agreement was signed in 2010 - available at http://www.etuc.org/IMG/pdf/20100325155413125.pdf

The main aim of the Agreement is to provide a framework for identifying obstacles (and finding solutions) to remaining, returning or entering the labour market. It concentrates on the responsibilities of employers and workers and their representatives; an annex makes recommendations to public authorities and other actors.

Later that year, the Department for Business, Innovation and Skills contacted the UK representatives of the organisations involved in the European negotiations to discuss UK implementation of the Agreement. Discussions between the TUC, CBI and CEEP UK took place in 2011 and 2012.

These organisations agreed to produce a web document, providing guidance about the Agreement and examples of best practice. The document was to be hosted on the websites of each of the partner organisations, and ‘goes live’ on 21 November 2013.

This document sets out just a few examples, we hope it encourages employers and unions to continue to promote access to the labour market for members of excluded groups.
