Tom Wilson, director of unionlearn, the TUC's learning and skills organisation, said: 'It is vital that the government includes adult learners in its plans for HE. Adults also need and want to improve their skills and qualifications. The system needs new routes for part time and mature students. The government must ensure that increased competition does not prevent access for these groups. By 2020, 80 per cent of the workforce will have left education and, to compete globally, we will need to raise education levels at all ages.'
