Illegal working: Don't penalise, regularise!

The TUC response to the 'Penalties for Rule-Breakers' section of the Home Office Consultation 'Prevention of Illegal Working', submitted in July 2007. The TUC submission calls for a rights-based approach to illegal working, and draws on experience in the USA to reject tougher financial penalties for employers knowingly employing illegal workers, and replace them with proper enforcement of workers' rights.
