TUC response to ‘Traineeships' discussion paper

In November 2012, Matthew Hancock, Skills Minister announced that BIS would be introducing 'Traineeships'. The premise of the programme is that as Apprenticeships improve in quality, young people may need to undertake a programme which equips them with the skills and qualifications needed to secure an Apprenticeship. A 'discussion paper' followed which the TUC responded to, highlighting the following key points:

  • Traineeships must be high quality. In particular the work experience placements must provide young people with skills which match their aspirations
  • Trainees should not be used to displace existing workers
  • Where Trainees undertake work and are not simply gaining experience, they must be paid
